What is the name and use of the rack unit on top of the gcx? I see those around but I am not sure what it is for.

That would be a single rack space patch bay.
The input jacks on the front are all either hard-wired to various input jacks on the rear of other units in the rack or there may be corresponding output jacks on the back of the panel so you can use patch cables to make the connections or change them if needed.
They come in various configurations, including multiple-space units when a large number routing jacks are needed. You could also order a single rack panel with pre-punched holes and install whatever assortment of jacks you need.

Yes that is a patch bay that I made. I got the rack space pre-punched and put all of the connectors in. I use it to connect my pedal board to the rack. The connections on there are for power using powercon, one to control the volume circuit on the rack wah, and one to control the wah, and Midi.
I also plan on in the future running a signal back out to the pedal board from the rack and mounting a second tuner on my pedal board.
