Pedal Power ISO 9/12V 400ma Ports

Guys -

For some reason, my 9V/12V 400ma ports are giving me .4v DC and 1.1V DC.
No pedals work on any of these two ports (MXR Carbon Copy, etc.) but do on all the other ports.
I emailed Voodoo Labs to see if they are defective or missing something.

Can anyone sed any light for me?
