Can a Pedal Power 2 Plus be safely powered using the courtesy outlet of another Pedal Power 2 Plus?

Yes, it's perfectly fine.
You can use the AC courtesy outlet to power additional power supplies (Pedal Power 2 Plus, 4x4, Mondo, ISO-5, Pedal Power Digital, X4, etc.)
And if necessary, you can also connect a power strip/extension cord for powering additional effects/pedals with their adapters/wall-warts too.
