18 volts from x4 with doubler cable

Are you able to get 18 volts from a x4 using the voltage doubler cable and if so how many ma would you get using a pp3 plus x link

Yes, you can use a voltage doubler cable to combine two 9VDC 500mA Pedal Power X4 outputs to create an 18VDC 500mA capacity. Note, drawing the full 500mA at 18V as such will draw 9V at 500mA from each of the two outputs used (1000mA in total), which is the maximum available from the X-Link output.
