I'm wondering if my Pedal Power 2+ can be set up to provide 19V/3.42A center positive.

No. 19V and 3.42A (3420mA) is not doable from the Pedal Power 2 Plus DC outputs.

But/FYI, if you have any such 19V power adapter, it would be fine to plug it in to the Pedal Power 2 Plus (rear panel) AC courtesy outlet.
