With the OEM power supply attached, the GCPro should work just fine regardless of whether or not it is connected to a GCX. I used to program my GCPro all the time without it being connected to anything at all, so something must be wrong with either your GCPro or the power supply you used. For what it's worth, pretty much any 9-volt power supply, AC or DC, will safely power your GCPro.

Getting back to this phantom power issue, your MIDI signal chain looks like this:

GCPro MIDI Out -> Pedal Palette MIDI In
Pedal Palette MIDI Out-> GCX Pedal In

Since each unit will have its own separate power supply, all you need do is make sure you're using the proper MIDI cable and you'll be good to go. Here is the warning from Page 14 on the GCX Owner's Manual:

Warning:
The PEDAL IN jack on the GCX is not a standard MIDI In. It utilizes the two normally unused pins to provide 9 volts A.C. power for the Ground Control. Before connecting to a device other than the Ground Control, you must either use a cable without pins 1 and 3 wired, or verify that the MIDI Out of that device conforms to the MIDI specification which states that pins 1 and 3 are unconnected. Failure to do so can result in severe damage to your equipment. If you have any questions about this, please contact Digital Music Corporation's customer service department.

So if the Pedal Palette doesn't support Phantom Power, perhaps Pins 1 and 3 on its MIDI Out jack are not wired, but I would definitely verify that with the Decibel 11 Customer Support people. On the other hand, any 5-pin MIDI Cable with Pins 1 and 3 not wired would be ideal to use between the Pedal Palette and the GCX.

Yes decibel eleven said it was ok as those pins are not connected. I am powering the gcp now with a voodoo lab pedal power 2 plus. I did just pick up another control switcher that I will use on my board to trigger Suhr koko and ISO boost functions. I am now running the gcp to pedal palette to control switcher to Gcx but I may run another midi cable from the rack and run the control switcher and palette after the rack as my gcx3 seems to not want to change loops with the pedal palette inline. I am not sure why or if I just have a bad cable? I will be checking later this weekend.

Bad midi cable. I ended up changing the routing and adding another thru so live I can plug into the thru and not mess up my midi plugs over time and minimize any odd chance of midi glitches.
Final routing is as follows:
Gcp > Gcx 1 > rack control switcher > rack thru @4 outs split to fx, second amp rack and also back to pedalboard > pedalboard thru > split to pedal palette and pedalboards control switcher split to Suhr pedals fx link in and also audio video midi sequencing rack. Whew! DONE!?
