Can the GCX Respond to Program Change Messages?

I'm currently using a Moog MP-201 and would like to take more advantage of its MIDI capabilities. The MP-201 can transmit a program change message when you switch patches and up to 4 CC messages. From what I gather, the GCX can only respond to CC messages though and can't actually store presets and recall them with PC messages. Am I right about this?

I don't need instant access to pedals but I do need to be able to load presets.

The GCX responds to CC 80 - 87 on MIDI channel 16. A data value of 0-63 turns the loop Off and 64-127 turns the loop On. A "preset" simply consists of these 8 MIDI CC messages with the appropriate on or off command for each loop.
