If the two pedals you are using are identical, then yes, the connections should match on both pedals.

I reversed the cabling for mine (opposite from one another) and they are now working... I can't explain why mine work in this fashion but they do... I am using Ernie Ball VOL Jrs for both pedals...
Bend your will to learn midi, then you can bend midi to your will...

I'm good with you leaving it as is since it is working, but something isn't adding up here... I suspect your Insert Cables are not both wired/colored the same way.
