Control Switcher and EVH 100 Effects Loop Help Needed

I have the control switcher built in 2013, with the black buttons... have it switching channels just fine... just need help with the effects loop, I want it on permanently... and just add and remove the effects via my fractal ax8 when needed.... any guidance would be appreciated.... thanks!

If you activate the effects normally then power down the amp, does the effects loop stay active the next time you power up the amp?
