GCP non-working program changes

Hi;
I haven't touched the GCP in a while but now I need it to send PC messages to 2 outboard effects. I can't get it to do anything. I have examined every possible scenario as to why... I can't even make a simple loop change happen on a pedal switcher. Midi cables are 5-pin and active, and channels to and from the external devices are lined up. Nothing! The only thing left to ask is does the GCP NEED a MIDI connection to a GCX ( as in one exclusive system setup) for the MIDI commands to happen. This is so unusual and frustrating at the same time. Any suggestions will be appreciated.
