Voodoo Hex MIDI Out "ghost" PC Messages

I have the following midi Chain

Boss ES-8 on Channel 1
Hex on Channel 2
Strymon Volante on Channel 3
Eventide H9 on Channel 4

Each device's MIDI out goes straight into the next device's MIDI in with a standard 5 PIN DIN MIDI cable. (using one control hammer cables)

There is no loop going from the H9 back to the ES-8, and each device other than the ES-8 has their midi output mode set to THRU.

Here is the problem: The last PC message that the HEX sees sends ghost messages to the last PC Message's destination channel following any patch changes.

For example lets say i have a patch with the H9 Tuner, and my ES-8 sends the following PC Message:
Channel 4: PC 124

The Voodoo Hex will properly forward the PC 124 to channel 4, but then is followed by multiple nonsensical PC channels to the same channel. This causes the eventide h9 to exit the tuner and change to an unwanted patch.

I can solve the issue if i add an empty PC message to the ES-8 patch, so if i correct the example above to this:
Channel 4: PC 124
Channel 10: PC 1

Then the hex sends the "ghost" messages on channel 10 instead, and it does not interfere with my eventide h9. This is a hassle because then I am forced to do one of the following:

1. Add an empty PC message to every patch on the ES-8
2. Rewire my MIDI chain to have the HEX come last in the midi chain, so it does not interfere with downstream MIDI devices.

Option 2 is annoying because then it make its harder to program patches on my computer based on the hex's location on my pedal board, and Option 1 is clearly also a hassle.

Is there a way to disable this slur of outputted ghost messages, do i have a defective hex? Also worth noting that I have attempted a factory reset.
