why is it the instant acess switches start from #2 to #8?

On a Ground Control Pro that is in 4 Presets per Bank, buttons 1-8 on the top two rows become the Instant Access buttons.

so the instant acess buttons should start at 1 thru 4 first row, then 4 to 8 second row, correct? if so , my #1 button will not trigger anything. I am sorry, I am having a hard time understanding.

The Instant Access buttons from the factory are assigned to switch Voodoo Lab GCX loops on/off. The end user (i.e. you) must go into the Instant Access menu to assign the instant access buttons to -
A) The MIDI channel that the piece of gear you're trying to control with a particular instant access button is assigned to
B) The CC number that the parameter you wish to control within said gear is assigned to
MIDI isn't just "plug n' play". You have to program the Ground Control Pro and the gear in your rig in a way that allows the GCP to talk to your particular gear. Consult the GCP user manual as well as the user manual for the particular gear in your rig in order to acquire the information needed to accomplish this task.
If you're brand new to MIDI, there are all sorts of MIDI tutorials online that explain how to work with MIDI. All sorts of new terms and concepts to learn but once you have it down, you'll see just how simple it all really is.
Now just to ensure that you have made the correct MIDI connections, we need to know every piece of MIDI gear you're trying to get the Ground Control Pro to work with. If you can list them here, we can assist you further.

I have pedals connected to all the loops in my GCX switcher set up for instant acess. loop#1 thru #8. I can engage them individually at will, with the exception of loop # 1. ????

1) Press and release both "Setup" buttons simultaneously.
2) Press "Instant Access"
3) Press the -/No and +/Yes buttons until you see "1.GCX-1 LOOP1" in the display.
4) Press and release both "Setup" buttons simultaneously once more.
Button 1 should now switch GCX Loop 1 on/off with each press of the button.
