Can I phantom power a Liquid Foot Pro footcontroller from the phantom out of the Control Switcher (that is being powered by a Pedal Power AC). The LFP draws 1000 ma. The CS draws 120ma. One of the outputs of the PPAC can send up to 1200 ma. Thus, it should work, right?
If the power is okay, do I have do something to the midi cable? I believe the LFP carries power on pins 1&3. Is it the same with the CS? Do I have to change jumper settings in the CS to make this work? Do I have to buy a special midi cable?

The thread you link to has some confusion about which pins are for power on the Liquid Foot Pro. The firs step would be to confirm exactly which of the pins are for power.
The GCX will put the power on pins 1 and 3 of its Pedal In jack. One of the High Current 9V outputs on the Pedal Power AC should be able to power both of these units at once... as long as the MIDI cable you use applies the power to the correct pins on the Liquid Foot Pro.

I got an answer back from Jeff at LF and he said this,
"Power on the Midi-out (of the LF) is pin 6 and 7. The top two pins. Pins 1 and 3 are used for MIDI in."
So, with that being said I simply have to make or order a custom cable? Would the wiring look like this?
Switcher (5 Pin Connector) --> LF (7 Pin Connector)
pin 1&3 Power --> Pin 6&7
pin 4&5 Midi Midi In --> Pin 4&5 Midi Out
Pin 2 Ground --> Pin 2 Ground
Pin 1 & 3 Midi in on the LF are not wired to anything.
Would this Rocktron cable do the trick?

Finally,in a previous rack arrangement, I had a GCX phantom powering the Control Switcher and Ground Control Pro. In order to do that, you had me open up the switcher and move the jumpers 1&2 so they each covered both of the pins. Do I have to switch this back now? If so, how do I put the pins back on the right way (I forgot how they were on there in the first place)?

Yes, this would require a custom made cable where Pins 1 and 3 on the GCX end are wired to pins 6 and 7 on the Liquid Foot Pro end. I know of no stock cable that is wired like this.
To disable the phantom power thru on the Control Switcher, simply lift the jumpers off of the two pins and hang them of the edge of the connector by slipping them each onto only one pin. This will still allow the Control Switcher to provide Phantom Power, it will just no longer accept Phantom Power.

I know the GCX is looking for 9VAC for power, but will it work okay with 12VAC, or is that too much? The Liquid Foot 12+ controller requires 12VAC...
I'm not even sure I want to go this route, but I thought I'd check out all the options.

I wouldn't suggest running the GCX at 12VAC.
