I have an old ground control w/ ground link and gcx. Can I use the ground link to control additional effects on/offs on AxeFx or to control rc50 looper etc. ?

Its probably best if you start here...
http://voodoolab.com/manuals.htm
The Ground Control manual there is for v2 or higher, the GCX and Ground Link manuals should be fine regardless of software version.

John, the manual only discusses using the ground link in conjunction with the gcx. I don't have that... I just want to have more switches available for sending on/off, etc. Can I do that with the groundcontrol & ground link? If I can, how do I power the ground link?

You already sold the GCX!!!???
Anyway, the Ground Control (Original, v2.0 or higher) manual explains how to re-program the Ground Link buttons in the Expanders section under Setup Mode.
So do you, or do you not have a GCX? 1 post =yes, the other =no.

John, no I do not have the GCX. In an early post, I thought I was going to win the auction for it, but didn't. That is why I am asking how to power the ground link. Please let me know & thanks for your help.

The Ground Link accepts phantom power on Pins 1 and 3 of the GCX Out Jack. If you use a 5 Pin active/wired cable between the Ground Control MIDI Out and the Ground Link MIDI In, then the Ground Control will also be powered. You will want to provide 9VAC @ 500mA(minimum).
