GCX, Control Switcher, Peavey 6505+effects loop not working

So I'm putting together my MIDI rig with my GCX, GCP, and control switcher with my 6505+ and I got everything working perfectly other than any pedals that I put into the effects loops.

It looks like this

1 - TS-9 overdrive
2 - ISP Noise Gate
I send the cable to the amp on 2's "out" and I can switch 1 and 2 on and off fine.

From 3's "in" I run a cable out to my FX send.

3 - MXR Carbon Copy
4 - TC HoF Reverb

From 4's "out" I run a cable to my FX return.

When I go to use loops 3 and 4, the pedals just don't do anything and I can't figure out why. Any thoughts? Did I set it up wrong?

P.S I've tested the cables and they work perfectly fine. Also the pedals work fine if I put them in front of the amp but it's like my amps FX loop is turned off or something but as far as I can see there's no way to turn it on without using the footswitch.

I unplugged the audio switcher and plugged the footswitch in and turned the FX loop on, unplugged it and plugged in the audio switcher again but it didn't help.

EDIT: I've concluded that the problem is the control switcher. I can use my amps FX loop by turning it on with the footswitch but as soon as I plug the control switcher back in, it turns it off. As far as I can tell none of the buttons turn it back on.

1 - green amp channel
2 - crunch
3 - red amp channel
4 - does nothing as far as I can tell

EDIT: The problem is DEFINITELY the control switcher. I've rewired the whole thing to exclude the control switcher and just make sure the effects loop is on from my footswitch and wire the GCX exactly the same and the effects loop works perfect. For some reason the control switcher is turning my effects loop off and has no way of turning it back on to my knowledge. Is there anyway that's possible?

I think you probably already solved this via a phone call, but here is a test to try before we can suspect the Control Switcher or the Custom Cable is bad.

We have to be sure the amp is set correctly in order for the remote switching to work, so before powering up the amp...
1. The amp's Channel Select button must be set to the "IN" position.
2. The amp's Crunch button must be set to the "IN" position.
3. The custom cable must be connected between the Remote Footswitch Jack on the amp and the Multi Jack on the Control Switcher.

Let us know if that helps... it helped the guy that Ben talked too today ;)
