El Capistan + blueSky
Can I power them both, one on 5 and the other on 6 on my PPII+? I tried it and my volume fades in and out. They both need 250mA.

Powering as you describe (see below) should not be a problem.
To power your El Capistan use Pedal Power 2 Plus output 5 or 6, DIP switch set NORMAL and one of the all black (standard polarity) cables supplied.
To power your Blue Sky use Pedal Power 2 Plus output 5 or 6, DIP switch set NORMAL and one of the all black (standard polarity) cables supplied.
To help troubleshoot, try with only these two pedals connected:
guitar > El Capistan > BlueSky > amp.
Improved results?
If not, try each pedal individually:
guitar > El Capistan > amp.
Try each pedal individually:
guitar > BlueSky > amp.

I've got it plugged into the courtesy outlet on my '66 Princeton Reverb and it says 200 watts max. Could that be a problem?

No problem, as Pedal Power 2 Plus (with nothing connected to its AC courtesy outlet) will not exceed 20 watts. And, even with a few additional effects pedals powered from the AC courtesy outlet, you should still be well below 200 watts.
