Can Ground Control Footswitches send Ctrl Change cmds?

Hey! Old Fart here, Just started playing again after a ~25yr hiatus!
Trying to get a small simple rig up and working on a budget. So all I want to do is the following;
i have an TC Electronics G Major 1. inserted in my Amp's effects loop, send & Return.
So the GMaj has 2 built in relays that I want to use to control the Amp's channel selection.
So now I need a midi foot sw. There are alot of basic low priced foot sw out there. But I was looking at some older used Ground Control units. Because they appear to be able to send Midi Control Change commands in addition to the more common Program Change stuff.
However looking at Ground Ctrl manual and some posts on this site, I am starting think that you can only send Ctrl Change commands if you have a GCX or other device! ? Again I want to keep it simple.
So here is my ideal pedal :
I want to be able to select programs via Bank up or down switches and individual switches for programs withn bank selection.
Then I want to have some switches to send Ctrl Change commands to the G Maj. You can turn on/off delay, chorus and the relays on the GMaj using Ctrl Change cmds.
The Ground Ctrl can do most of the above, using the Bank mode, 25 banks 4 switches. This leaves at least 4 switches to do the ON/Off of the delay & Relays. However I am not sure if I can program the switches to just send Ctrl Change commands???
Any help to clarify this would be much appreciated since i have a particular Ground Ctrl in my sights to buy.

The eight Instant Access buttons in 4 Presets per Bank mode can each be programmed to send any single Control Change message on the MIDI channel of your choice.

John nailed it. You can control all of the functions of the G major 2 with the GCP. I have done it. Preset numbers, effects on an off and control the relays all at the same time. It seems complicated at first but once you get the hang of it you will realize how simple it really is. Don't ever get discouraged. If you need help call Voodoo and talk to Ben. If he is busy leave a message and he will call you back. Trust me, when I first started he talked me thru everything.

With that being said, start saving up to get a GCX. If you have any pedals at all (and who doesn't?) you will want the GCX!! It is a thing of beauty to have 8 pedals hooked up along with your G Major 2 and having multiple presets and banks!!
