I need help with hooking up my footswitch cable (7 pin din plug) to the audio switcher

This will require a custom cable that breaks out the appropriate pins on the DIN jack to separate 1/4" plugs that will connect to the GCX loops. Peavey should be able to provide the pin configuration for your amplifier footswitch jack to whomever you have make this cable for you. Good Luck!

instead of a cable being made... can a box be constructed with 7 pin on one side and 3 quarter inch jacks on the other?

Sure, a breakout box would work perfectly fine.
